Description

Fraym uses advanced machine learning to produce local information about populations around the world. Our capability allows users to ‘zoom in’ on a community, neighborhood, or village for unprecedented insight on the people who live there. During our recent discovery process with the Phase II SBIR, both end users and champions asserted that to fully integrate Fraym data with DOD needs, our solution would need to implement improved data delivery speed, cadence to understand how attitudes and perceptions change over time, and integration capability. In response to this feedback, Fraym plans to use this TACFI effort to implement time series monitoring of quarterly updated data; facilitating the ability to analyze data before and after specific IO campaigns to determine effectiveness in priority geographies. These data will also allow IO personnel to assess whether the desired effects on the populations of interest were achieved. Fraym will also update and enhance its offering to seamlessly integrate into existing DOD platforms and workflows. The integration of Fraym data, under the TACFI effort, into existing platforms will contribute directly to the end user’s framework of “alert, analyze, respond, and assess.” Details of the effort are as follows: (1) Enable foundational, ready-to use data streams on the human and information environment for three high-priority geographies, including quarterly updates of foundational data indicators. (2) Develop additional data and capabilities that allow IO operators to assess the effects of their efforts on adversary activities. Fraym will enable effective time series monitoring using quarterly updated data – before and after specific IO campaigns or activities conducted in priority geographies. (3) Decrease the amount of time it takes to deliver tailored data into the hands of the IO operator in response to a critical event. Fraym will enhance its data production process to enable data delivery for fast moving indicators to go from current data delivery speed of three months to data delivery within days of an end user request. (4) Integrate Fraym data seamlessly with DOD tools, primarily those developed to address IO mission needs.

Score Rationale

TACFI is a legitimate fast-track AFWERX instrument and scores well on pathway speed, though it's a known company (Fraym) essentially sole-sourcing a SBIR Phase II follow-on, which limits competitive AI-startup opportunity. Problem framing is genuinely strong — end users are identified, success criteria are concrete (quarterly cadence, days vs. months delivery, IO effect assessment), and the geographies are scoped — though the integration-heavy deliverable (DOD platform compatibility) adds execution complexity that could bog down an AI-native team. Award ceiling of ~$1.7M with a clear SBIR Phase II lineage implies some transition pathway but no explicit production contract or program of record named, keeping the award/transition score modest.
