Description

Multi-Capable Airmen (MCA) requires an innovative approach to training. There is a need for an integrated capability that allows for airmen to train together in a virtual simulation environment as they perform a wider variety of mission critical tasks. Training must enable multi-mission performance and ensure seamless, adaptive, and resilient airman performance, both individually and as a team. Additionally, next-gen immersive training content must be able to be streamed to circumvent security issues surrounding data access and overcoming device management of AR/VR equipment. Air Education and Training Command (AETC) has invested in MOTAR, enabling a sharing ecosystem of third-party vendor training and applications and a one-stop show for the discovery, delivery, and distribution of training. This is the opportunity to expand the current features and services of MOTAR to allow for multiplayer services. This service will enable Airmen to pick up their device and train together in disparate locations.

Score Rationale

TACFI is a legitimate fast-track AFWERX instrument earning a high pathway score, and the $1.7M ceiling with an implied AFWERX transition ecosystem justifies a mid-tier award score. However, the problem framing is weak — it describes a platform expansion (multiplayer/streaming for MOTAR) rather than a bounded problem with clear success metrics or end-user validation criteria, and AI/ML is not meaningfully present; this is fundamentally a distributed simulation and content-streaming infrastructure build, making 'AI-native' positioning nearly irrelevant. The unknown response deadline prevents confident timeline scoring and suggests either an internal referral or a posting artifact, which itself signals reduced competitive transparency.
