TACFI provides an opportunity to purposefully expand the current Phase II effort and enhance our converged identity solution to address today’s evolving security threats with innovative technology. Through rapid software iterations, Paravision reached the top of the National Institute of Science and Technology (NIST) leaderboards, going head-to head and winning against Chinese and Russian companies consistently being ranked the best computer vision company in the Western Hemisphere, three years in a row. PLASMA provides the latest computer vision, AI, and ML based biometrics for enhanced safety and security and supports the USAF’s Rapid, Effective Decision-Making Strategic Capability need. The system integrates Paravision’s leading face recognition algorithm, per NIST, across multiple security system domains and customer needs. Through multi-factor authentication and real time analytics, USAF personnel are presented with a converged identity capability that improves their security posture, safety, and overall situational awareness

Score Rationale

TACFI is a modern fast-track AFWERX instrument (one step below STRATFI), earning a high pathway score, though it falls short of a 5 since it is still a Phase IIB extension rather than a fully open competitive OTA. AI/ML fit is the strongest dimension — face recognition, biometrics, and computer vision are textbook AI-shaped problems with NIST benchmark data already validating performance, making this genuinely AI-native work rather than grafted-on ML. Award ceiling of ~$3.3M and the TACFI-to-STRATFI transition pathway give a moderate award/transition score, but the unknown response deadline and absence of explicit production fielding commitments prevent higher marks on timeline realism and transition.
