Description

AMC/A4’s current global cargo delivery methods are costly, rely on the availability of aircraft, require coordinating refueling with tankers and can take days to weeks to deliver mission critical cargo around the world which creates a challenge for efficient operations. With China and Russia continuing to increase aggression in the Indo-Pacific and European regions, the USAF will need to prioritize capabilities that can deter aggression and help the U.S. maintain a strategic position in contested environments. Maj Gen Sanford has a priority to supply the warfighter with timely logistics and supports the concept of using orbital transportation to accelerate global delivery of cargo with Outpost.In this Phase II effort Outpost will develop Space GARAGE, based on the Outpost Ferryall satellite which enables the precise and timely delivery of point-to-point logistics via Earth re-entry. The commercially developed Ferryall satellite is one-fifth scale of the Outpost Carryall. The Space GARAGE design will be based on the Ferryall to design and develop the Carryall system for DAF and DoD mission requirements. A STRATFI or Phase III will be utilized to bring the larger Ferryall variant, capable of delivering 5 Tons of payload, to TRL 9, and mission operations.

AFWERX STRATFI is a top-tier fast-track instrument earning maximum pathway speed, and the explicit mention of a Phase III transition to TRL 9 and mission operations provides a credible follow-on path at a ~$1.25M ceiling. However, this solicitation scores poorly on AI/ML fit — Space GARAGE is fundamentally a hardware/spacecraft engineering program (orbital re-entry logistics vehicle), and AI is not mentioned, implied, or structurally relevant to the core problem; an AI-native startup has no natural wedge here. Timeline realism and problem framing are middling: the scope is reasonably bounded around a named platform (Ferryall/Carryall) with an identified end-user, but the response deadline is unknown and the R&D complexity of re-entry vehicle development makes even a STRATFI timeline ambitious.
