Description

PeakMetrics, Inc. proposes to develop novel AI/ML capabilities to support discovery, analysis, response, and assessments of Information Operations activity in the information environment, particularly foreign malign influence, available through an online dashboard interface and API. The initiative will:Identify and visualize discrete narratives and their propagation across all media channels and sources of interest.Prioritize narratives that are highly likely to be adversarial IO or threatening to US efforts.Pinpoint key influencers or networks of sources pushing highly-relevant or threatening narratives.Surface intervention points for identified influencers / emerging narratives to enable Commander’s ability to shape the operational environment. The ultimate goal of this effort is to support understanding of the information domain, key actors, bot networks, critical nodes, narratives, and information flows related to the customer's mission.

Score Rationale

TACFI is a top-tier modern fast-track instrument scoring maximum on pathway speed, and the problem is genuinely AI-shaped — narrative detection, influence network analysis, and IO prioritization are core NLP/graph-ML tasks with real data implied by the online dashboard framing. Problem framing is strong with named deliverables (dashboard, API, narrative propagation, influencer pinpointing) and an identified customer (JICAF commander), though success metrics and data sourcing specifics are absent; award size of ~$1.85M clears the $1M threshold but lacks an explicit named production transition pathway, and the unknown response deadline prevents a confident timeline score beyond 'achievable for a focused team.'
