Description

Phase II was critical to maturing Helios from a proof of concept demonstration to a viable and functional prototype.  This STRATFI effort will further improve the performance of Helios and mature the technology from an FPGA-based implementation to a standalone ASIC chip, which will further improve security and performance, simplify integration into DoD systems, and drive down recurring cost.  This proposed STRATFI effort will enhance other Helios-related Government efforts (counted as matching funds) to add additional rigor in testing and verification.

Score Rationale

AFWERX STRATFI is a top-tier fast-track instrument with a strong award ceiling (~$42.7M) and an explicit transition orientation built into the program structure, earning top marks on pathway and award/transition. The problem framing scores only middling because while the FPGA-to-ASIC maturation of 'Helios' is technically concrete, the solicitation omits success criteria, end-user identification, and data context. The AI/ML fit is the critical weakness — this is fundamentally a hardware engineering and chip design effort (ASIC development, FPGA migration, security hardening), with no meaningful AI/ML component articulated; 'BitterCloud' and 'Helios' appear to be signal processing or cryptographic hardware plays, not AI-native problems.
